The Island of Montreal trap
Thirteen of the island's fourteen cities set their own scale.
Westmount, Mount Royal, Côte-Saint-Luc, Hampstead, Dorval, Pointe-Claire, Kirkland, Beaconsfield, Dollard-des-Ormeaux, Baie-D'Urfé, Sainte-Anne-de-Bellevue, Montréal-Ouest and Montréal-Est are separate municipalities with their own by-laws. The City of Montreal's scale does not apply there. Boroughs — Verdun, Saint-Laurent, LaSalle, Anjou, Outremont and the rest — are part of the City and use its scale.
